DESCRIPTION:This paper investigates whether compliance documentation offers
incremental \nfraud deterrence in the presence of initial ex-ante screen
ing by leveraging a \npolicy feature of the Paycheck Protection Program -
a loan-size threshold \nthat waived compliance documentation requirement
s for loan forgiveness. On \nthe one hand\, the waiver may encourage firm
s with true loan eligibility below \nthe threshold to opportunistically i
nflate their loan requests up to the \nthreshold. On the other hand\, fir
ms with true loan amounts above the \nthreshold may strategically reduce
their loans to avoid the administrative \nburden of compliance. Quantitat
ively\, opportunistic overclaiming was limited \nand the loan-reducing ef
fect outweighed the loan-increasing effect\, resulting \nin a net welfare
gain of $0.03 per dollar borrowed from the documentation \nwaiver. These
results indicate that compliance documentation requirements \nimpose sub
stantial burden while providing limited marginal fraud deterrence \nin th
 e presence of initial screening.
