DESCRIPTION:What drives elite capital flight into oshore destinations? Whil

 on\, \ninternational bailouts themselves can catalyze elite capital flight
 . \nSpecifically\, we examine how two instruments of the Global Financial 
 Safety \nNet (GFSN)the International Monetary Fund (IMF) and the Peoples B
 ank of China \n(PBoC)s swap linesimpact elite incentives to move wealth of
 fshore. We develop \na two-dimensional framework centered on Disbursement 
 Control and Elite Threat \nPerception to theorize when and how elites extr
 act and expatriate wealth. \nUsing data from 201 countries between 1990 an
 d 2018\, we find that the \nanticipation of IMF programs increases offshor
 e bank deposits by 14.2%\, \nconsistent with elites responding to rising t
 hreat perception. By contrast\, \nthe introduction of PBoC swap lines incr
 eases offshore deposits by 92.3%\, \nreflecting extraction under low disbu
 rsement control\, enabling moral hazard. \nWe illustrate the core mechanis
 ms of our argument through mini-case studies \nof Angola\, Tajikistan\, an
 d Mongolia. Our findings reveal a structural \nvulnerability in the GFSN s
 temming from regulatory fragmentation and \nuncoordinated oversight.
