DESCRIPTION:We study whether redesigning the social security and income tax
 -transfer \nsystems can deliver significant welfare gains. Our rich quanti
 tative model \nfeatures both realistic inequality over the lifecycle and t
 he key channels \nthrough which redistributive policies can distort aggreg
 ate allocations. We \nfind that there are two distinct ways to achieve sig
 nificant welfare gains. \nThe first prioritizes reducing distortions throu
 gh a regressive pension \nsystem\, resulting in higher inequality. The sec
 ond reduces inequality through \nprogressive pensions\, complemented with 
 a less progressive tax system to \nmitigate the rise in distortions. In bo
 th reformtypes\, pension progressivity \nemerges as a powerful instrument 
 to either manage distortions or redistribute \nincome within generations. 
 Since redistributive instruments turn out to be \nhighly distortionary in 
 our benchmark economy\, the policy reducing \ndistortions turns out to be 
 optimal under utilitarian social welfare.
